§ 11-14. Rules and regulations.

Subject to Title 4 {"Administrative Procedure Act – Regulations"} of the City General Provisions Article, the Commissioner is hereby authorized and empowered to make, adopt, promulgate, and amend, from time to time, such rules and regulations as the Commissioner may deem necessary or proper:

(1) to carry out and enforce the provisions of this subtitle;

(2) to define or construe any of the terms and provisions of this subtitle; and

(3) to provide for the procedures of the Appeals Board created herein.
