§ 11-10. Director of Finance to administer.

In addition to the above powers granted to the Director of Finance, the Director is hereby authorized:

(1) subject to Title 4 {"Administrative Procedure Act – Regulations"} of the City General Provisions Article, to make, adopt, and amend such rules and regulations as may be deemed necessary or proper:

(i) to fully collect the surcharge; and

(ii) to define any terms used in connection with the imposition and collection of the surcharge;

(2) to compromise disputed claims in connection with the surcharge and for good and sufficient cause shown to waive interest and penalty;

(3) to extend, for good cause shown, the time for remitting any surcharge required to be paid for such period of time as may be deemed reasonable; and

(4) to develop procedures to identify haulers used by solid waste generators.
