§ 22-21. Solicitations prohibited.

No person may:

(1) in any way solicit towing business; or

(2) attempt or offer to take any disabled vehicle in tow unless:

(i) the person is operating a medallion towing vehicle summoned by the Police Commissioner; or

(ii) the person has been summoned by a bona fide automobile or motor club or automobile insurance company on behalf of the owner or operator of the disabled vehicle.
