This subtitle was enacted by Ordinance 19-251 on May 6, 2019. Section 3 of that Ordinance provided for § 38-3 {“Rules and regulations”} of this subtitle to become effective on “the date of enactment”. Section 4, in turn, provides that the rest of Ord. 19-251 “takes effect on the effective date of the rules and regulations adopted ... pursuant to ... Article 31, ... § 38-3”. The effective date of these rules and regulations – and, thus, the effective date of this subtitle – was July 5, 2019.
