§ 10-102. Purpose of title.

The purpose of this title is:

(1) to provide for the health, safety, and welfare of the public;

(2) for humane care and treatment of animals;

(3) for the protection of animals from abuse , cruelty, and neglect; and

(4) for the prevention and removal of nuisances.
